that would fall on the Colony were the Registry to be part of its establishment, especially as there would be pension allowances

That the officers who in Hongkong attend to company
registration are also available for other functions does not, I
think, affect the question.
Under the new Order in Council, as was explained at
the meetings held at the Foreign office, the responsibility for the
decision in all matters will rest on the Registrar, while the clerical work, keeping of records and accounts and filling up of registers and forme will, under the Registrar's supervision, pertain
to his deputy.
If the Shipping Vice-Consul, whose office is already well supplied and manned, act as the deputy registrar, I venture to suggest that the incumbent be paid an additional allowance at the rate of £150 a year which will make the total emoluments of that officer, who is ordinarily a second assistant, £550 or if he
receives an interpretorial allowance £600, the regular pay of a Vice-Consul, although as at present only £350 of that pay would rank for pension. To enable this officer to undertake the addition-
-al and considerable work in regard to Companies, it will be necessary to releive him of the care of the accounts of this office. It is suggested that the interpreter might undertake the
accounts and that he he should receive a special allowance at the rate of £50 p.a.
As the Registrar is the Consul-General, it is some- -what awkward for me to propose the amount of his remuneration. I think, however, that in view of the responsible nature of the post,
additional pay to the amount of £300 p.a. should be given: and I further suggests that this sum should be salary ranking for pension,
as part of the official emoluments of a substantive post; whereas the deputy will be an officer temporarily employed in a particular
capacity. The total proposed is thus £500 which is well within
